SECTION I

1.1 WHEREAS the primary purpose of a university police department is to ensure the safety of students and employees,

1.2 AND, WHEREAS the ability of the Department to execute this responsibility is dependent on the mutual trust and cooperation of the police and the community it serves,

1.3 AND, WHEREAS trust is promoted by peaceful contact and is eroded by isolation,

1.4 AND, WHEREAS police patrol by foot and bicycle maximize opportunities for peaceful, personal contact while auto patrols make no such contribution and may even exacerbate a sense of isolation,

SECTION II

2.1 BE IT RESOLVED that the University President instruct the UO Police Department to reduce patrols by auto to the necessary minimum, replacing most auto patrols by foot and bicycle patrols.
