Section I

1.1 WHEREAS, sexual harassment and other forms of prohibited discrimination are prohibited by law and the University has a duty to do its utmost to protect its students and employees from discriminatory harassment, and most particularly from sexual assault; and

1.2 WHEREAS, the University needs to clearly communicate who are responsible reporters, who is confidential, and what options are available for those who have experienced harassment, most particularly for survivors of sexual violence; and

1.3 WHEREAS, in response to recent changes in Title IX guidelines, the University issued an emergency revisions to policy 571.003 Grievance Procedures. on February 18, 2016 making it clear that responsible employees are required to report information regarding prohibited discrimination to the appropriate unit. Because emergency policies are only effective for six months and in order to ensure that the new policy was considered and debated by a wide group of campus stakeholders, President Schill, UO’s General Counsel and Senate President Randy Sullivan tasked the University Committee on Sexual and Gender Based Violence to develop a university policy on employee obligations to report information concerning sexual harassment and sexual assault. The committee had held several meeting and numerous consultations on the matter over the course of the current academic year; and

1.4 WHEREAS, the Committee on Sexual and Gender Based Violence subsequently voted to approve the policy and send it to the UO Senate for further consideration;

Section II

2.1 THEREFORE, the University Senate approves of the attached Policy on UO Responsible Employee Duty to Report Sexual Harassment and Sexual Assault.  This policy repeals university policies 580-15-005 through 580-15-010 and 571-03-L(1) through L(4).
