Motion

Section I

1.1 WHEREAS, the University of Oregon’s mission statement prioritizes inclusivity; and

1.2 WHEREAS, the University of Oregon’s policy prohibits discrimination based on gender identity and gender expression; and

1.3 WHEREAS, trans and gender nonconforming students in higher education report abuse by students, teachers, and staff (35%), as well as physical assault (5%), and sexual assault (3%), according to the National Center for Transgender Equality and the National Gay and Lesbian Task Force, 2011; and

1.4 WHEREAS, 70% of trans and gender nonconforming people experience some sort of negative reaction when using a restroom, 58% avoided going out in public because of restroom concerns, and 18% are simply denied access to restrooms, according to the Williams Institute at the UCLA School of Law; and

1.5 WHEREAS, the current resources for finding gender-inclusive restrooms on campus are inaccurate and difficult to navigate; and

1.6 WHEREAS, there are few gender­-inclusive restrooms on campus; and

1.7 WHEREAS, there are locking, single stall restrooms on campus which are unnecessarily gendered, since there are already gendered restrooms in every building on campus, as required by code; and

1.8 WHEREAS, more than half of trans people (54%) experience health complications as a result of lack of bathroom access, according to a study by the Williams Institute at the UCLA School of Law; and

1.9 WHEREAS, nearly one in ten (9%) trans and gender nonconforming people have been physically assaulted in traditionally gendered bathrooms, according to the Williams Institute at the UCLA School of Law;

Section II

2.1 BE IT THEREFORE RESOLVED, that the University of Oregon shall create at least one gender-inclusive restroom in every building;

2.2 AND BE IT FURTHER RESOLVED, that the University of Oregon shall convert all single stall restrooms on campus so that they are locking and gender-inclusive and indicated as such by appropriate signage;

2.3 AND BE IT FURTHER RESOLVED, that the University of Oregon Senate requests that the city of Eugene modify or amend its building code to recognize locked, gender-inclusive restrooms as meeting the quota requirements for gendered restrooms in buildings, unless that is already the case;

2.4 AND BE IT FURTHER RESOLVED, that the University of Oregon shall support its transgender and gender nonconforming students by maintaining an updated map of gender-inclusive restrooms on its campus;

2.5 AND BE IT FURTHER RESOLVED, that University of Oregon shall provide printed directions on every restroom door to the nearest gender-inclusive restroom;

2.6 AND BE IT FURTHER RESOLVED, that the University Senate supports trans and gender nonconforming people in this struggle;

2.7 AND BE IT FURTHER RESOLVED, that university funds be used for the purposes itemized above, as endorsed by the University Senate.
